For decades, apparel conglomerates like Liz Claiborne, Jones Apparel Group and Kellwood have grudgingly tolerated life under the thumb of department stores. And they have paid a steep price for that obedience, laying off employees, selling brands and losing profits. But since arriving at Liz Claiborne eight months ago, the new chief executive William L.
