(NYT61) CHALMETTE, La. -- Dec. 25, 2007 -- LA-KATRINA-POLITICIAN-2 -- Junior Rodriguez, an outspoken critic of FEMA, outside hi strailer in St. Bernard Parish in Chalmette, La., in November 2007. Rodriguez says, "I ran against a hurricane." As parish president, Rodriguez rode out the storm on the roof of the government complex. Afterward, he became nationally known as a peppery and sometimes profane critic of the Federal Emergency Management Agency's response to the hurricane, not-quite-joking that FEMA had become his favorite curse word. He even helped persuade Washington to close a shipping canal that he had complained for decades was destroying the wetlands that protected the parish from hurricanes. (Lee Celano/The New York Times)
