Bush's plan to remake Social Security elicits relief from Barbara Law, a home health care nurse who is 59 and lives in the desert town of Hemet, heavily stocked with retirees of modest income. "I've been hearing for years now that Social Security was definitely headed for trouble, that it wouldn't be there when I was ready to retire," says Law. "Last night's speech took that fear away.
