Brian Tucker of the Marine Corps Thursday, Sept. 22, 2005, at the site of the breech in the Industrial Canal levee in New Orleans's Ninth Ward. As the outer bands of Hurricane Rita raked past with gusty winds and showers, water began seeping into the shattered and empty Lower Ninth Ward through makeshift dike repairs on Thursday, and the Army Corps of Engineers expressed concern about just how reliably a weakened levee system could protect this devastated city against a tidal surge along Lake Pontchartrain.
