(NYT12) NEW YORK -- March 2, 2005 -- CIR-CELLPHONES-DRIVERS-3 -- Hall Smyth makes a legal call while parked in the borough of Queens, N.Y., Feb. 28, 2005. Since New York passed the nation's first statewide law banning hand-held cellphones while driving four years ago, New Jersey and Washington, D.C., have followed with laws that went into effect last summer. Some cities, like Santa Fe, have passed similar legislation, and more than a dozen states have partial bans or bills pending. (Susan Farley/The New York Times)
