(NYT54) BAGHDAD, Iraq -- June 16, 2004 -- IRAQ-SEWAGE-3 -- An Iraqi worker cleans a drill at a local pumbing station for sewage in the al Dora section of Baghdad as U.S. soldiers stand guard in the background, Monday June 14, 2004. Under Saddam Hussein, Baghdad's three great sewage plants became so decrepit that engineers simply shunted the raw sewage through jury-rigged pipes and dumped it into the Tigris River with no treatment. To date, Congress has set aside roughly $24 billion for rebuilding Iraq's electrical, water, sewage, oil, transportation and security infrastructure, among other areas, including more than $4 billion in its most recent appropriations bill on Iraq alone.
