(NYT31) OUTSIDE NYALA, Sudan -- June 11, 2004 -- SUDAN-U.S. -- Tom Eric Vraalsen, center front, a United Nations special envoy tours a camp for displaced villagers outside Nyala, Sudan, April 30, 2004 The Bush administration is considering toughening its policy toward the government of Sudan over the events in its Darfur region, where 1 million blacks have been driven from their homes by Arab militias that many in the region say are linked directly to the Sudanese army. Bush administration officials say they are considering whether what is happening in Darfur amounts to genocide. Until now, the administration has only used the term "ethnic cleansing."
