(NYT13) HATOMA ISLAND, Japan -- June 5, 2004 -- JAPAN-YOUTH-PROGRAM -- Yukina Ishihara, center, at school on Hatoma Island, Japan in May. Ishihara, 14, had stopped attending classes in Tokyo but then heard about the alternative school on Hatoma. "I didn't want to be like everybody else," she said. The children here are part of a growing social problem in Japan: children who refuse to go to school. Japanese schools do not take punitive actions against parents of elementary and junior high school children who fail to attend classes; in fact, as long as they are enrolled, as required by law, they graduate.
