(NYT31) POUGHKEEPSIE, N.Y. -- March 11, 2003 -- POUGHKEEPSIE-DEVELOP-2 -- A former hotel on the Hudson River in Poughkeepsie, N.Y. is being renovated as a modern 60,000-square-foot office building. The J.D. Johnson building, as it was known from 1938 to 1992, is in a state Empire Zone, a designated economic development area, and includes among its tenants to date R.J. Dooley & Associates, the seven-year-old construction and engineering company that owns the structure and will occupy 30,000 square feet. Robert J.
