(NYT29) TUCUMAN, Argentina -- March 1, 2003 -- ARGENTINA-3 -- Just a few years ago, Argentina was a largely middle-class nation, with the highest per capita income in Latin America. But the crisis that began in December 2001 has turned millions of Argentines into paupers without jobs, hope or enough food for themselves and their children. The situation seems to be most acute in the northwest of Argentina, in working-class cities surrounded by rural areas. While other such cities have reported some deaths, the city of Tucuman with some 500,000 residents, has had the most. Out of work and out of money, Argentines, young and old alike, from the countryside have been moving into Tucuman to scavenge at the garbage dump looking for items to recycle.
