(NYT9) LAS VEGAS, Nev. -- March 12, 2003 -- LAS-VEGAS-DESIGN-2 -- Hugh Fogel is not the first person to see Las Vegas as the most vital design city in America. Four years ago the magician Penn Jillette, a resident, called it the "design capital of the universe." But Fogel, 36, the owner with his wife, Bonnie, 42, of a design store called Unica Home, may be the first to embrace Las Vegas design not just for the uncontrollably exuberant thing that it is, but for what he believes it will someday be: a place where sexy, high-technology modernism will be developed not just for the cognoscenti but for the masses, a hybrid of Milan and Hollywood.
