(NYT30) WASHINGTON -- March 13, 2003 -- JUDGES-CONFIRM -- Texas Supreme Court Justice Priscilla R. Owen, during a Senate confirmation hearing in Washington on Thursday, March 13, 2003. Owen whose nomination to a federal appeals court was rejected by the Judiciary Committee last year when it was controlled by Democrats, got a rare second chance on Thursday as she appeared before the committee, which is now in Republican hands. Justice Owen, who was turned down on a strict party line vote last September, can almost certainly count on being approved on a strict party line vote in the next two weeks.
