(NYT52) NEW YORK -- Sept. 12, 2003 -- WTC-FENCE -- Tourists attracted to ground zero by the abundance of Sept. 11 coverage may notice that the history panels are back. But this time they cannot be scribbled on. The panels -- six-foot-wide depictions of the history of the World Trade Center site, its towers and their demise -- started going up on Sept. 11, 2002, when the new fence that ringed ground zero was dedicated. In June, the eye-level panels, which had grown in number to 30, were removed because they had been made nearly unreadable by graffiti, which collected exponentially on them.
