(NYT24) NEW YORK -- Sept. 12, 2003 -- TODOROV-EUROPE -- Something of an outsider in French intellectual circles, Tzvetan Todorov -- director of research at the prestigious National Center of Scientific Research in Paris -- was born and raised in Bulgaria. He has joined the debate about trans-Atlantic relations not as a French academic, but as a European who is alarmed by the unilateralist approach of the Bush administration as well as by the reluctance of Europe to take the necessary measures to defend its own interests.
