(NYT40) WASHINGTON -- September 23, 2003 -- TERROR-REPORT -- The independent commission investigating the Sept. 11 terrorist attacks said Tuesday, Sept. 23, 2003, that it was weighing proposals for an overhaul of American intelligence and law-enforcement agencies, including the creation of a special domestic intelligence agency that would most likely take over some FBI responsibilities.
