(NYT15) NEW YORK -- Sept. 3, 2003 -- NY-PIERS-AS-ART -- For years, artists and architects captivated by the elegant decrepitude of the High Line -- the abandoned elevated railroad in Chelsea and the meatpacking district -- fought to keep it from being demolished. Now some of them are focusing on another relic of the city's industrial past. Two rusted metal piers, on the Hudson River directly west of Lincoln Center, are described as "accidental art.''
