(NYT10) ALEXANDRIA, Va. -- Sept. 20, 2003 -- ISABEL-AFTERMATH-2 -- As power failures continued to smother wide swaths of the East Coast on Saturday and utility crews swarmed like ants around downed trees, millions of residents adapted to post-hurricane lives severed from the power grid. In Virginia, about 1.8 million homes and businesses were affected, affecting more than 5 million of the state's 7 million people.
