(NYT27) NEW YORK -- Aug. 22, 2002 -- NY-GOV-RACE -- Taking on H. Carl McCall on an issue McCall has sought to make his own, Andrew M. Cuomo and his running mate Thursday criticized him for what they called his failure to improve the academic performance of students while he was president of the New York City school board. Cuomo, a Democratic candidate in the Sept. 10 gubernatorial primary, and his choice for lieutenant governor, Charlie King, made their point outside Public School 97 in Lower Manhattan.
