(NYT14) NEW YORK -- Aug. 21, 2002 -- WTC-VIEWING-WALL-2 -- Diana Balmori, who led a team of designers with a group called New York New Visions to design plans for construction of a viewing wall that will encircle Ground Zero during its redevelopment, looks at historic photographs of the land at the site, Wednesday. Panels bearing the names those killed Sept. 11 at the World Trade Center are to encircle ground zero as a temporary memorial, New York Governor George Pataki announced Wednesday. The names of the 2,819 victims identified to date will be inscribed onto clear fiberglass panels, so viewers can read the names while looking out at where the twin towers once stood.
