(NYT327) KABUL, Afghanistan -- Aug. 14, 2002 -- 9-11-WAR-27 -- Hamid Karzai, leader of Afghanistan, during an interview in January, 2002. Karzai is at a crossroads, many in Afghanistan say. Sworn in as Afghan president in June after a grand council, or loya jirga, of 1,600 representatives voted to give him a two-year term as head of state, the pressure is on him to perform. The loya jirga, while a huge success in itself, ended with a sense of disappointment as Karzai appeared to opt for accommodation rather than confrontation with the regional strongmen and the powerful Tajik faction who had already dominated his cabinet and in fact control the Defense Ministry.
