(NYT31) ATLANTA -- Jan. 19, 2030 -- ABORTION -- Thirty years after Roe v. Wade, the rate of abortions has come almost full circle, declining to its lowest level since 1974. The decline is largely because of a steady decrease among teenagers, who are avoiding pregnancy through birth control or abstinence. J'Vante Anderson is 16, the age her mother was when she had her first child. Growing up in one of Atlanta's poorest neighborhoods, she has seen the cycle: teenage girl has baby, drops out of school, goes on welfare and raises a child who in turn becomes a teenage mother. "I want to break that cycle," she says. "I have a life, and I do plan on living it." She does not believe in abortion, so she is choosing abstinence. in Atlanta,Ga. January 17, 2003.
