It owes the trash company $5,966.25. Jonesville, a four-block stretch off Interstate 65 halfway between Indianapolis and Louisville, Ky., is an extreme example of the struggle facing hundreds of other American cities and towns whose revenues have shrunk in the lingering sluggish economy.
