(NYT15) NEW ORLEANS -- Jan. 28, 2003 -- Adv. for Sun., Feb. 2 -- TRAVEL-BRIEFS-2 -- Long known for its lingering celebrations, New Orleans has now outdone itself by launching one that will last throughout 2003, the 200th anniversary of the Louisiana Purchase. Napoleon Bonaparte's sale of the huge Louisiana territory to the fledgling United States -- over 800,000 square miles for $15 million -- is being remembered with art, music, exhibitions and walking tours, among other things.
