(NYT40) NEW YORK -- Feb. 17, 2003 -- WTC-FAMILIES-APPEAL -- Dennis Sirjuesingh, who was hit by 9/11 debris, applying a skin patch that delivers a narcotic painkiller on Feb. 8, 2003 in New York. After one failed attempt, Sirjuesingh will try once more to receive compensation for his 9/11 injury. Judge Kenneth R. Feinberg is the special master overseeing the multibillion-dollar federal Victim Compensation Fund. What unfolds in the conference room high above Manhattan where Feinberg hears his cases are the last desperate appeals by families to have their awards increased.
