(NYT46) WASHINGTON -- Feb. 11, 2003 -- TERROR-CHENEY -- Since the administration put the nation on "high'' terror alert on Friday, the White House has tightened its practice of keeping President Bush and Vice President Dick Cheney apart, aides said on Tuesday, Feb. 11, 2003. Immediately after the Sept. 11 attacks on the World Trade Center and the Pentagon, Cheney spent prolonged periods at one of several secure undisclosed locations. Cheney walks behind President Bush as they prepare to swear-in Governor Tom Ridge as the first Secretary of Homeland Security at the White House on Friday, Jan. 24, 2003.
