(NYT44) WASHINGTON -- Jan. 24, 2003 -- BUDGET-DEFICIT -- New government data show that the federal government's budget shortfall has grown sharply in the last few months, even before Congress takes up President Bush's plan to cut taxes by $670 billion over 10 years. The new shortfall has already complicated the calculations behind Bush's budget proposal for 2004, which he is to announce on Feb. 3. With revenues sinking and outlays for the military and homeland security rising, White House officials are searching for every possible way to trim social programs and muster support for their tax cuts. As the federal budget deadline neared, an O.M.B. team inn Washington worked Friday, Jan. 24, 2003 on the domestic security budget. (Paul Hosefros/The New York Times)
