(NYT29) BROOME, Australia -- Jan. 21, 2003 -- BROOME-OASIS-2 -- To describe Broome, Australia, as laid back would suggest a level of energy greater than appears to exist in this remote town, once the bustling center of the world's pearl trade, which laid the foundation for a cultural diversity that is visible today in faces, physiques and skin colors. In a town where any building higher than two stories would be a skyscraper, there are no traffic lights and only a handful of stop signs. Roundabouts regulate the traffic flow, heaviest in June and July when tourists triple the "permanent'' population of 12,000.
