(NYT54) ALBANY, N.Y. -- Jan. 29, 2003 -- NY-PATAKI-MENTAL -- Gov. George E. Pataki announced a landmark plan Wednesday in Albany, N.Y., to spend at least $80 million on housing and services for residents of adult homes for the mentally ill. The plan would overhaul and eventually do away with a neglect-ridden system that arose more than a generation ago.
