(NYT33) FARMINGTON, Conn. -- Jan. 24, 2003 -- SMALLPOX-VACCINE -- Just three people, far fewer than hoped, got smallpox vaccinations Friday as Connecticut became the first state to begin inoculating health care workers against a possible bioterror threat.
