(NYT23) NEWTON FALLS, N.Y. -- Nov. 27, 2002 -- NY-MILL-REDUX -- For a century, life in Newton Falls, N.Y., was lived to welcome sounds that more affluent communities might rail against: machine groans and truck whines and train clatters, the cacophony of commerce. But the paper mill shut down two years ago, ending its status as the area's largest employer and inviting the loudness of silence. Today, at a time when shuttered factories invariably reflect the faded dreams of dying little towns across upstate New York, the Newton Falls Paper Co. has now become a signal that the ramshackle little town might come back to life after all. In late September a Canadian company announced that against all odds, it planned to reopen the old mill and employ 129 people. The old paper mill as seen in November 2002.
