(NYT7) WASHINGTON -- Nov. 25, 2002 -- HOMELAND-SECURITY -- President Bush signed legislation on Monday creating a Department of Homeland Security, setting in motion a vast bureaucratic reorganization that he said would "focus the full resources of the American government on the safety of the American people.'' Just before signing the bill, which won final Congressional approval last week after a bitter political fight, Bush named Tom Ridge, the former Pennsylvania governor who has been the White House's domestic security coordinator, to lead the new department.
