(NYT10) ALBERTA, Canada -- Nov. 25, 2002 -- CANADA-OIL -- Oil executives have become the most outspoken critics in Canada of plans to ratify the Kyoto Protocol, the 1997 pact that calls for developed nations to reduce emissions of carbon dioxide and other greenhouse gases. Suncor is one of a few Canadian oil companies that do not oppose the restrictions, because they have already taken steps to reduce their emissions.
