(NYT11) WASHINGTON -- Nov. 19, 2002 -- HOMELAND-SECURITY -- Lawmakers geared up Tuesday for a landmark vote to approve the creation of a multibillion-dollar homeland defense agency, handing President George W. Bush a major legislative victory in his global war on terrorism. "This is a very important piece of legislation, landmark in scope," Bush said in a telephone call to Republican legislators from Air Force One as he headed toward Prague to attend a NATO summit meeting.
