(NYT9) WASHINGTON -- Nov. 12, 2002 -- CONGRESS-2 -- Members of Congress returned to the Capitol Tuesday, facing a changed political landscape but the same difficult issues they shelved prior to last week's elections. Congressional leaders seemed determined to try to adopt legislation creating a new homeland security agency before finally adjourning for the year, but whether other major bills would be passed remained uncertain.
