(NYT30) WASHINGTON -- July 1, 2002 -- PENSIONS-MARKETPLACE -- Officials who control pension funds of three big states said Monday that they would start withholding business from Wall Street firms that do not make the same changes to limit conflicts of interest that Merrill Lynch & Co. has agreed to make. Joining forces with Eliot L. Spitzer, the attorney general of New York, state officials from New York, California and North Carolina said they would use their power as investors and clients of investment banks to demand that other firms follow Merrill's lead.
