Migrants crossing the border from the US into Canada can legally claim refugee status and are entitled to a hearing, even though they are crossing illegally at an unauthorized border point. They will be arrested but are then taken into the refugee claimant system that protects and assists them until their case is heard. The toughening of US policy toward undocumented aliens has driven a wave of people to cross the border into Canada. Roxham Rd. near the town of Hemmingford, Quebec has become the busiest unofficial crossing point.
