Illustrating the Johannesburg traffic problem here on the outskirts of the town (about a mile from city center) motorists leave their cars in a public parking lot in Johannesburg, May 5, 1960. Insufficient parking places in the city and rigid parking meter laws deter the motorist from bringing his car into town.. for parking away from a meter, or allowing the meter to expire a penalty of two pounds is payable within 72 hours.. if not paid then it will cost much more when an official summons is taken out.
