Borough council of Rutledge, Philadelphia, an all-white suburb, has condemned this house and ground shown, March 13, 1959, saying it is needed for municipal use after it denied a repair permit to George T. Raymond, head of a branch of the National Association for the Advancement of Colored People. The house had been damaged in a fire shortly before Raymond had been scheduled to move in.
