An investigation into the deaths of seven people in state custody has been released. It is highly criticial of the state Department of Corrections. The report says that Kathleen Lanman, superintendent at the Northern State Correctional Facility, and other staff in Newport retaliated against an inmate for complaining by labeling him a high security inmate.
