Sugar Hill is wedged amid the refineries and cane fields of tiny St. James Parish, 18 miles from the nearest supermarket. Because Cole was never a homeowner, she is not eligible for a federally funded Road Home grant to rebuild her house, destroyed in Hurricane Katrina's floodwaters like the rest of her neighborhood.
