(NYT57) MIDDLETOWN, Conn. -- July 29, 2007 -- CT-JUVENILE-CRIME -- Cells at the Connecticut Juvenile Training School in Middletown, Conn., once likened to "tiger cages," have been improved in the past two years as seen on Thursday, July 12, 2007. The $57 million facility, which houses all but the state's most serious juvenile offenders, is gearing up for a likely increase of its population, and an infusion of about $40 million a year. That is because of a state law that Gov. M. Jodi Rell signed last month that will raise the age at which criminal suspects are automatically charged as adults, to 18 from 16, starting in 2010.
