(NYT34) PORTSMOUTH, N.H. -- Dec. 16, 2007 -- BILL-CLINTON -- Former president William J. Clinton and Democratic presidential candidate Hillary Rodham Clinton (D-N.Y.) at a rally in Portsmouth, N.H., on Sunday, September 2, 2007. Clinton is not running his wife's campaign for the Democratic presidential nomination. But less than three weeks before Hillary Rodham Clinton's first test in the Iowa caucuses, and with polls showing a tight race, he has become the most powerful force in her political operation besides the candidate herself. He is shaping strategy, challenging advisers on their assumptions, chiming in on tone and details of news releases, and acting like a vice-presidential candidate in a general election -- attacking rivals and defending the candidate so Hilary Clinton can stay positive much of the time.
