(NYT33) DENVER -- June 6, 2006 -- CHRONIC-HOMELESS -- Arthur Sena, 69, in his apartment in one of Denver's Housing First properties, May 12, 2006. Sena has been a resident there for a year and a half. Sena spent years living in a hole that he had dug near the railroad tracks. He would probably still be there if Denver had not adopted a radical strategy of putting homeless people into apartments of their own, no strings attached. (Carmel Zucker/The New York Times)
