(NYT4) PORT FOURCHON, LA -- November 14, 2005 -- SCI-STORMS-MARSH-1 -- Marsh expert Shea Penland of the Pontchartrain Institute for Environmental Studies stands atop of the 10 foot wall of debris and marsh grass on Oct. 20, 2005, that hurricanes Katrina and Rita pushed onto the Port Fourchon beach. It is practically an article of faith in Louisiana that if the state's marshes had not been allowed to deteriorate over the years, New Orleans and other flooded areas would have been preserved from the devastation of Hurricane Katrina.
