(NYT3) CLINTON, Miss. -- Nov. 19, 2005 -- KATRINA-BUNGLED-AID -- Bob Parks, owner of Mississippi Discount Drugs in Clinton Miss., on Thursday, Nov. 17, 2005. "Surely the Red Cross has to have a better use of funds," said Parks, whose Western Union agency cashed hundreds of aid checks. After Hurricane Katrina rolled into Jackson, Miss., the nation and its charities reached out with a helping hand. But there was one critical fact the disaster relief agencies, in their rush to help, missed: The storm snapped trees and caused one death, but there was no real catastrophe here in Jackson. Word that big money was being given out, despite the limited storm damage to property, passed like a wild fire through this capital city though. And Red Cross now officials acknowledge that millions, if not tens of millions, was given to people in the Jackson area who had not really experienced a disaster. (Suzi Altman/The New York Times)
