(NYT29) MADISON, Wisc. -- Feb. 20, 2005 -- BABIES-SCREEN -- Dr. Norman Fost, a professor of pediatrics and director of the program in medical ethics at the University of Wisconsin, in the Pediatric Library at the University of Madison Children's Hospital Clinic located in Madison, Wisc., in Feb. 2005. "The majority of newborn screening tests have failed," says Fost. Over the years, Dr. Fost says, "thousands of normal kids have been killed or gotten brain damage by screening tests and treatments that turned out to be ineffective and very dangerous."
