(NYT42) NEW YORK -- Feb. 27, 2005 -- PRISONS-SUICIDES-5 -- Inmates napping in a mental observation unit at Rikers Island in New York in October 2004. More than two dozen current or former employees of Prison Health Services, the Tennessee company that has overseen health care at Rikers since 2001, criticized the treatment it provides for mentally ill inmates. There was a spate of suicides in New York City jails in 2003 -- six in just six months, more than in any similar stretch since 1985. None of these people had been convicted of the charges that put them in jail. But in five of the six deaths, government investigators reached a stinging judgment on one or both of the authorities responsible for their safety: Prison Health Services, the nation's largest for-profit provider of inmate medical care, and the city correction system, its partner in running the jails.
