(NYT24) SCOTTSBORO, Ala. -- June 7, 2004 -- BIZTRAV-BAGGAGE -- Shoppers looking for bargains on clothes in a section of unclaimed baggage in Scottsboro, Ala., in May. In the United States last year, just four of 1,000 passengers arrived without their checked baggage on the 17 biggest airlines, according to the Transportation Department, and the loss rate has declined substantially for nine of the airlines over the last five years.
