(NYT43) BAGHDAD, Iraq -- May 31, 2004 -- IRAQ-PRISONERS-3 -- Khraisan al-Aballi, 39, holding a picture of his brother, Duraid, 47, in Baghdad on May 12, 2004. Duraid was shot during a raid by American troops last year. Aballi has been unable to find out whether his brother is alive or dead. The American military is taking steps to improve access to information for the families of arrested Iraqis, and families of prisoners and groups that work with them say that there has been improvement, but that the problem is far from resolved.
