(NYT22) LAS VEGAS -- May 30, 2004 -- LASVEGAS-TEACHER -- Jennifer Noble giving a second grader in her class at James H. Bilbray Elementary School in Las Vegas, her full attention on May 3, 2004. Bilbray, new as it is, was too small for the growing population almost as soon as it was built last fall. Noble, 34, is one of more than 2,000 new teachers recruited last year from all corners of the United States by the Clark County School District, by far the fastest-growing district in the country.
